timer for rain tower

I'm working on building this tower, but I cannot find a timer.   I found one that works 15 minutes then off 15 minutes.   What timing are people generally using?   Any timing or constant running the pump?

oh.... and do I really need an air pump if the tower is trickling down as it is?
